Mr Erkki Liikanen Member of the European Commission, responsible for Enterprise and the Information Society "Reinforcing eDemocracy" eDemocracy Seminar Brussels, 12 February 2004

The aim and purpose of the specific seminar was to illustrate and explain the fact that Information and Communication Technology, and mainly the Internet could accomplish sustaining and strengthening democracy; as they get more open and transparent. Thus, there will an increase of citizens’ involving and participating and decision making.

Under several researches it was found that consultation through Internet provided indeed more openness and transparency in different areas, such as chemicals and eVote among others.

Conclusively, in order to obtain strength in democracies, a reinforcement of consultation must be made, by altering the methods of skill improvement in institutions and administrations and reform administrative organizations.

Information Communication Technology can attain these aims by providing a better and clearer understanding of what actually involves and offers; thus, it makes sure that citizens have an unambiguous idea that this all mater is not as complex as it used to be once and that ICT is a powerful means to sustain a vibrant modern democracy in the 21st century.
