COMMUNITY ACQUIS and Bulgaria

 

The November 1998 Report highlighted the progress made in telecommunications in particular.
The October 1999 Report found that good progress had been made, particularly in the fields of telecommunications and the information society. In the research sector, Bulgaria has been participating in the 5th Framework Programme since September 1999

Research and Technological Development activities at Community level, as provided for in Article 164 of the EC Treaty (former Article 130G) and the Framework Programme (Article 166, former Article 130I), are aimed at improving the competitiveness of European industry and the quality of life, as well as supporting sustainable development and contributing to the development of other Community policies.

The objective of Community telecommunications policy is to remove barriers to the efficient operation of the Internal Market in equipment, services and telecommunications networks, to open foreign markets to Community enterprises and to make modern services available to citizens and enterprises in the European Union.

In 2001, Bulgaria adopted a national framework for the development of science and research.

In 2001, Bulgaria adopted a national framework for the development of science and research. Bulgaria is associated with the Community's " 5th Framework Programme " and the Fifth Euratom Framework Programme of research and training activities(1). Participation in the 5th Framework Programme will provide significant support to the research and technological development sector during the coming years. Full liberalisation of postal services is planned for 1 January 2003. Bulgaria has also participated actively in eEurope 2002 and shows commitment to the development of information society services.

Decision of the EU-Bulgaria Association Council of 30 July 1999 adopting the terms and conditions for the participation of Bulgaria in Community programmes in the field of research, technological development and demonstration (1998-2002) and in programmes for research and training activities (1998-2002).
