Community Acquis and Romania

 

The objective of Community telecommunications policy is to eliminate obstacles to the efficient operation of the Internal Market in equipment, services and telecommunications networks, to open foreign markets to Community enterprises and to make modern services available to citizens and enterprises in the European Union.

Research and technological development

An action plan aimed at boosting participation in Community framework programmes has also been adopted for the period 2003-2004. A law was adopted in 1998 to stimulate research and technological development (RTD). . In August 2002, the Ministry of Education and Research was appointed as the State authority for research and development.

Telecommunications

With regard to telecommunications, a law of 1996 laid down the general framework for market regulation. Penetration in mobile services has also reached 18 %. Concerning the liberalisation of the telecommunications market, the planned date for the liberalisation of fixed-line telephony services remains the end of 2002.

Postal services

With regard to postal services, the 1996 framework law defines and classifies postal services and introduces a licensing regime for postal operators. Legislation approved in January 2002 creates a general framework for postal service regulation and universal service provision.

Information society

Progress has been achieved in the field of the information society.
